fuel tank taking in water when it rains

does anyone know of there is supposed to be a rubber seal or gasket around the neck of the fuel tank?
and if so where do i get one .i have a ih350u . thank you

yes i make em cork or rubber

Make sure the cap is round,a dent in the top will funnel water to the vent hole.

thanks my tank was leaking from the fuel neck tried jb weld but that was useless did not dry that hard even after following directions .could peel it with my pocket knife. so i ended up draining tank again because of water again .
so today i used acid core solder and a torch after i pressure washed the tank .it took awhile because solder was small bud it seems pretty stable now
