question on super A int.

My friend is painting a super A Int. down under the throttle lever and the lift levers there is another lever with notched control just like another throttle, there is not anything hooked to this lever, it looks like it is factory mounted. What did this lever operate?

This lever controls a set of shutters, placed in front of the radiator. The shutters function as a manual thermostat. Shutters were an option and, if I remember correctly, standard issue on distillate and kerosene tractors.
