Hatz diesel

I bought an arrow board, (used when doing road construction, shows you which lane to be in) It has a Hatz E71 diesel engine, the engine runs an alternator that charges the batteries that run the lights. I bought it thinking I would make a tractor using the Hatz engine as the power plant. How many horse power is the E71, the tag says it runs 2500 RPM. So far I havn't been able to get it running, it has compression and fuel but I can't even get any smoke. Any suggestions? Thanks
 
The Lombardini engine I have came from a sign board too. Think mine is about 6 or 8 HP. If you are not getting any smoke the injector might be stuck shut.
 
Remove the muffler and see if it starts. I had to replace the mufflers on several Petters used on them. Run the same speed all the time clogs the muffler up.
 
Make sure the fuel pump is working they usually have an electric pump to push fuel to the engine.Think the ones I have around 7HP very fuel efficient I use one of them
as a battery charger since the state took it to auction with a full tank of fuel have used about 1/4 tank in the last few years.
 
When I worked at a Case dealer , we had some small articulated asphalt rollers powered by Hatz 2 cyl's. There was a fuel filter inside of the sheet metal covering the engine . Follow the fuel line .
