The Ethanol debate was talking about water in the fuels,
Has anyone ever been to a Fueling Pipeline Distribution center??
A friend of mine for 35 years worked at one all his life. As he put it,
When they pump fuel through the Pipelines! The lines are always full at all times!! Otherwise they can break!! When receiving a load of fuel coming into him. He knows there's, exe. about 330,000 gallons of #1 Diesel coming in and A WATER PLUG, of about, 25,000 gallons. After that is 400,000 gallons of #2 Diesel,
With A 25,000 gallon Water Plug, Then 500,000 gallon of Gasoline, With A 25,000 gallon Water Plug. And so on. He knows when to switch the valve from the fuel storage tanks. To a fuel plug Holding tank. Where the water plug goes. Did this all day 24/7.
The fuel being pumped in the pipeline will mix with some of the water. They will sell the plugs to Jippo Stations. After the fuel is separated from the water. We all know condensation also occurs. This is one of the way's Fuel/water is delivered to allot of fuel stations.

If they're above ground, Rain, Snow, Can get into them. If They're are below ground tanks Rain,Snow, Runoff can also do the same. Condensation. Not as much.
Just explaining how fuel's has been delivered for many year's From the Pipeline Depot's to the Tank Trucker, To the stations.
It was just an F.Y.I. for everyone.
To Add there's another reason for the water plug. It also helps clean the Pipelines of Micro-Bacterial products.
Lookup The Yellowstone Pipeline Project. How long ago it was started in the West. We have lines out here that are buried in the ground. All are marked in farm fields that have been here since the 60's.Just an F.Y.I.
 
We never used water to separate different grades of gas or diesel when pumping to a pipeline. We just followed one after the other and depending on the size of the pipeline and the products, the pipeline would just cut out a set number of barrels of the product to an "Interface tank" between shipments. The "Interface would later be sold to make new product from. The only time we would put water in a line would be to gas free it to do repairs. We did much larger shipments than you are describing (average 400,000 to 600,000 bbls.), so it may be different for smaller lines and shipments.
