International 284 brake issue

I have an 1984 international 284. After several minutes of operation the right rear tire seems to be locking up. When this happens I am unable to depress the brake pedal at all as if it is seized up or under too much pressure. After it has been turned off for an hour or so the pressure seems to bleed off. Any ideas?
 
Looking at the diagrams, there seems to be no power booster of any kind. In the cylinder there is a compensating port that
allows fluid from the brake piston to equalize. If the master cylinder has insufficient pedal free play 1/2" or so of
travel with no MC piston movement should be there. the fluid will remain tapped in the MC and brake system cylinder. as it
heats, the fluid expands and locks up the brake. another possible issue is a primary cup in the MC that has expanded and
now covers the compensating port. Jim

Thank you sir I appreciate it. One quick question. I was talking to a buddy about it and I was wondering could it be water in the fluid. So that when the water expands when it warms up could that water be expanding and causing the brake to sieze up? Thanks again.
