That's the way all those sunroom roofs are that I see down there. Lightly built I mean. Definitely not made for a snow load.

Looks like it was more a problem of not enough pitch than a problem of clogged gutters.

Believe it or not. This was built by a
company that does this for a living.
The pitch on car ports and boat docks
is very little, like a 4 inch drop in
16 ft. Which passes code. Move your
grandson to Florida, he can make a
fortune.

I'm having a hard time picturing a gutter installation that will back water up on a roof. I think there's probably more to the story. Clogged or not, water runs downhill.
