The rollers for my net wrap do feed the netting through if the brake bar is on the net roll. According to my manual the rollers are set correctly. It does feed fine if I tie the bar up off the netting, but then the netting does not get to the edge of the bale.

Rubber brake is designed to put a small amount of tension on surface wrap feed rollers to stretch material as it's being applied to bale. This slight braking action causes roll of material to cover more bales per roll of wrap while applying material snugger to bale. Then when knife is applied brake is actuated a little more to hold SW feed rollers stationary. It sounds as if your balers brake is not free to move on arm.

Have you been regularly greasing the grease fittings hidden under the surface wrap cover???
 

It's been many yrs since I studied the 435 surface wrap operation as later surface wrap operate a lot different. I suppose it's also possible to have a faulty operating hyd cylinder or other hyd problem that doesn't move brake mechanism far enough. Is hyd pump fluid level at the full mark? How long since filter was changed?
 
The rubber rollers do turn, but does not pull the netting when the steel bar that lays on the top or the net roll is in place. I believe this is preventing the net wrap from being fed through. Is it possible to over tighten the roller?
 

I've never attempted to "exceed JD's spec's" on roller adjustment but IMHO JD engineers established spec's for a reason. Did you check the things I mentioned earlier?
