400 Case Diesel

I bought this tractor a couple of days ago, and it was hard to start. It runs at high idle when starting and there is no response when pushing or pulling the throttle. It has a Bosch Injector pump. Has anyone had this problem?
Thanks in advance.

Linkage hooked up?? How do you get it shut off if you have no throttle lever response?? Throttle lever all the way up should stop the engine if the linkage is hooked up.

I'm with dwag, sounds like the throttle shaft is sticking which is common with them. It's on the side of the pump below the head of the pump. It's behind a cover with 2 or 3 screws in it. Pull the cover and work the throttle and the lever should move it's full motion, if not its sticky and needs to be freed up. They are only attached to the governor by a light spring so they need to be free to move properly. If you have to take it out to clean it just wash it with gas or solvent, don't polish or buff it with anything that will change it's size. Also if you take it out be careful as there can be pressure behind it which can cause it to pop out at you.

I'd agree. I have a 56 400 gas that I use for yard work, haying, pulling a 14' IH 620 press drill and other jobs. I added power steering this winter. They are a super nice handling tractor. If Case would have come out with it in 39 to compete with the M instead of modernizing the by then outdated CC into the dc they would have made it hard on the competition.

And they did the same thing with the VA series tractors - made them less than they were designed to be. The idea was to keep the sales on the RC up but the VAs would have been 'legendary' had they been built to the original design parameters.
