cummins j70 pt pump help

Need held with a cummins j70 power unit. It had been sitting for a while. I changed the fuel filter before trying to start, it fired up for about 5 seconds and cut off, now it will not start. I removed the plug that houses the filter screen on top of the pump and poured if full of fuel, still no start. Then I removed the supply line on top of the fuel shutdown solenoid and there is no fuel coming out. Then I removed the shutdown solenoid and still no fuel. I'm kind of at a loss right now. Any help would be much appreciated. Thanks.
 
Sounds like the gear pump shaft may have sheared in two, or the governor plunger. How long since it last ran? If fuel has gone stale I've seen varnish like buildup cause lots of pump trouble..

Its been about 6 months. How would I check the plunger?
 
I'd check the gear pump first, if the fuel inlet fitting is straight you can see the gear with the inlet line off. If it's an elbow fitting the gear can be seen after the fitting is removed. Gears should turn when engine is cranked, if not most likely the shaft is broken. The governor plunger is under the four bolt cap under the gear pump. There are several shims under the snap ring, main spring, sleeve, idle spring and button. If the plunger does not turn it may have lost it's drive. If the pump is completely torn down and cleaned most can be saved.

Gear turns so I guess I need to pull the governor cap and see it turns.
