IH 584 Power Steering Problem

I changed fluid and Hydraulic filter on my IH 584. I could get no power steering or hydraulics to work. I had put the screen in wrong on filter. I took apart and put it in correctly. Now 3 point and loader works great but I have no power steering. I thought maybe there was air trapped in lines so I cracked the rear hydraulic hose and still no power steering. Any idea where to start to fix? Power steering always worked well before.
 
On the bottom of the multiple control valve (MCV) There is a plug that needs to be removed then pull the valve out and reinstall it probably is stuck. If that doesn't work you will need to wrap some emery cloth around a drill bit and run it up in there with the drill motor to hone it just a bit then flush out and reinstall valve. Make sure the oil level is up also.
 
That can happen (as suggested below) because something in the MCV gets stuck, but it also happens pretty much every time there's a filter change on these tractors. Try turning the steering wheel lock-
to-lock about ten times with the engine above low idle and see if that gets fluid back into the steering circuit before pulling plugs out of the MCV.
