Leaf vac

OT. I have an Agrifab leaf vac with a Briggs and S engine. Where the blower plenum mounts to the engine both the plenum and the engine are drilled with 4 holes, but only 3 bolts are used. They have a spacer designed for the 3 bolt but the 4th hole is empty. Two years ago, I replaced the inner plenum and used 3 bolts. Two bolts snapped off. Now I''m replacing the engine. Any ideas why they only used 3 bolts?

I would put 4 in it.Maybe it was made on a Friday about quitting time or Monday morning.Lol

I would put a better grade of bolt in and use all 4 holes.
