Discharging under load and stalls

Case 222 garden tractor with new armature in starter/generator on a 12 hp Kohler 301A engine. Test fine on the bench and when idling the amp meter shows a slight charge (4 amps), but when put in gear the amp meter shows 10 amp discharge and the engine soon stalls. Could this be a failing voltage regulator?
 
No. It is likely a shorted safety interlock. probably the gear shift switch that prevents running the starter when the trans is in gear. (could be other interlocks, but gear seems most likely. if shorted, the electrical system will be pulled down and eventually die. (best guess) Jim
 
It's possible the kohler has a fuel solenoid in carb. No voltage, no gas, no run. I would pull
wires leaving only the wire to carb. Hot wire starter solenoid to start engine. It should have a
mag (ing mod) to make spark so it doesn't need 12v. Then add wires one at a time and see which one
is causing the problem.
