Technically speaking, I don't think there is a paint that is best for that problem. Some paint may cover it up better than others, but I don't think they cure the problem. I tried EASTWOODS RUST ENCAPSULATOR and that was a waste of my time. Epoxy primer is expensive, but it probably seals the metal as good as anything out there. I am not an expert on any of this.
 

Not paint, acid wash. When I was picking up paint to paint my dump truck body they told me that I needed acid wash. It is phosphoric acid which converts rust to inert iron phosphate. It will of course work on only so much rust, but you can and should make multiple applications, according to the instructions, and rinse off excess with water before it dries. I use SEM's Rustmort, and there are many other good ones. You can paint over rust and it will look good for 2-3 years, but sooner or later the rust will push out through the paint because it is still working underneath.
 
Not so much the paint but the primer. The best way to seal against rust is epoxy primer. If it's rusted now you have to thoroughly clean the rust off first first. Then the best paint you could use would be an automotive urethane however then contain a hardener that is very unhealthy to spray even with a respirator. You need a air supplied respirator to spray that. It has a compressor that pumps fresh air to the mask.
