Soybean fertilizing

In the past I have put on all fertilizers before planting. This year I put liquid on the planter and bought some "Kip Cullers" for foliar feeding. Anyone have an recommendations as to when to apply? Everything I can find is very vague and says just not not to do it during pollination.

Has anyone used a strong Cobra burn down to stimulate the plant to grow more producing branches? I've just been reading about it. The only time I have seen beans dinged hard by a herbicide it was an accident and they didn't keep track to see if it boosts yield.
 
In the days before RR soybeans we used Dynap herbicide. It burnt the tops back and they did branch out more. The beans sprayed would yield more.
