You can either take it to a machine shop and have it polished and measured, or you can attempt it yourself. I would suggest using emery cloth of 600 or finer grit. And, clean it well with soap and water afterwards. Also, be sure to measure it for dimension as well as out of round.
 
Well... What degree of rust we talking about? A few rusty fingerprints or has it been laying behind the barn for 30 years? LOL

If it's not pitted, try some Emory cloth, wet sand it with some diesel, naphtha, WD40, etc. Best measure it though, assume nothing!

One area to watch is the condition of the rear seal surface. If it's rust pitted that can't be turned and will likely be a source of a leak.
 
Crocus Cloth/Oil..

Wrap it around the Journal, wrap a soft (Cotton) clothes Line around the journal..Spin the crocus Cloth back and forth, alternating pulling on one end, then the other..

Light oil or safe solvent works well as a lube while polishing the journals..

I would not try this with the crank in the engine, almost impossible to get it cleaned up good enough.
