IH 466e fuel question

Marke Robke and others can someone tell me how to remove the small plastic strainer located before the fuel filter on a 1h 466e engine . Engine is in a 1999 4900 series truck.
Read where the plastic cap on the strainer housing covered a check valve but truing the plastic cup does not screw it off. Someone has to know what is going on here. Please tell me.
 
My thoughts also and I turned it several turns but did not seem to be getting any looser, guess I will try a few more turns, can,t see anything else.
 
The fuel screen is inside the the small cone shaped plastic housing.I always just used a pair of channel locks to unscrew it.You can reuse the o ring.The screen will possibly need to grasped and wiggled to remove it.If it is clogged with crud make sure the line is clear both ways:blow thru it to tank. Sometimes the transfer pump is bad(the screen is supposed to protect it),so take the inlet fitting off and check for crud and debris.Before you replace anything,hook to a diagnostic scan tool and check for codes;injection control pressure (IPR) codes especially.Also not as common,check turbo waste gate to be free,check it's diaphragm,check boost hoses.Mark
