What's the secret? gauge wheel bearing

I noticed when cleaning and putting the planter(White 6100) away this year, that one of the gauge wheels had quite a wobble to it. I assumed it was a bad bearing and picked one up. I find when installing it, I am still getting a wobble. This is a bearing affixed to a stub shaft that clamps between the 2 rim halves. I got 2 new rims and I still can not get it to run true. John Deere and perhaps others use the same gauge wheel. Any suggestions much appreciated.
 
Are you sure it is tight in the arm and the wobble is not from the bushing missing that goes over the bearing. White has a shim bushing over the bearing either for that or the V wheels. I can't remember right now. If that bushing has worn on the end it will not get tight. just like the fiberglass V wheels when they wear the center on them.
 
Caterpillar is probably right. Does it wobble because the bearing is loose on the wheel? You can press the old bearing out of the bushing but make sure the new bearing starts straight when you press it back into that bushing or the bushing will crack with a bang.
 
I am getting the wobble with the stub shaft just clamped in the vice, so the wobble must be in the gauge wheel assembly.
