IH 504 Idling/Running problem

Hello All,

I have posted on here before and had some success with suggestions from you all, so thank you very much, first off!

My father and I have an issue with our International 504 Utility gas tractor. It will start up and idle just fine for a few minutes but as soon as you try and drive it or let it idle for longer than about 5 minutes it refuses to idle properly and moving the throttle lever to fast idle will bring one of two outcomes. Either the engine will run away (not to the point of destruction, but to the point of seeming like it's out of control) or it will stall the engine. I have not yet taken the carburetor off (for fear of the engine not ever starting again) nor have i taken off the governor assembly which is what i was going to do. My question to everyone is what are the tips and tricks to solving this problem of bad idling and running in general? Throttle linkage/carburetor/fuel/governor? If anyone has pictures or videos or diagrams of how a governor and carburetor on this model works and how to adjust it i would greatly appreciate it!

unhook the governor linkage to the carburetor, make sure the linkage on carburetor is in the idle position, start tractor and operate linkage by hand while tractor running, this should tell you which one is the problem
 
I played with the carburetor and the governor linkage separately and it turns out that the carb will make the engine run away if the valve is opened only a little bit, so i took it off and it looks like the adjustment screw on the bottom for the jet is flattened and i assume it should be sharp. any tips for dissecting and cleaning/rebuilding it?
