Does anybody know what this is? I think it is draining the battery over a 3 day period.

it is on a 1978 international scout
 
Not sure. First thought is a voltage
regulator but doesn't lookalike enough
wires. The vacuum block doesn't appear
to be a functional part of it.
 
Might be helpful to know where it was mounted. Electric and a hose- maybe part of the fuel emission control circuit for the carbon canister? start engine and electrics open valve to suck built up vapors into intake manifold? I notice you have it setting on manual page for fuel pump, etc. RN
 
Beings you've mastered the art of posting pictures on this site, perhaps you could at least show us where it was mounted.
I also thought about it being a voltage regulator. And I say this because WAY back when I went to auto mechanics school, we had an IH bus that came in with an IH-built alternator. IIRC, they were as scarce as hens teeth and only made for a few years. While it would have been so easy to slap on a Delco alternator as a replacement, our instructors made us rebuilt the IH alternator and put it back on. Anyway, this photo almost looks like the IH regulator that was on it.
 
That looks like it could be a vacuum valve that holds the throttle at fast idle during deceleration to help emissions. I had a '78 4-cyl. Mine looked different. It was mounted to the firewall with one hose from engine vacuum and another hose to the vacuum solenoid on the carb.
 
since you think it is draining battery over 3 day period, use meter or test light between pos bat post @ cable. if test lite glows, you got a voltage draw. mount this back & plug-unplug watching lite/meter. do same @ fuse , alt. etc.
 
thanks everyone it is mounted to the fire wall in center. It has 3 vacuum hoses . The kid toke it off I will have to see where they go. The silicone on the back of it was sometime was hot and dripping out. He has been to 4 different parts store looking and they say good luck! Looked on Amazon and eBay and no luck. Will have to try testing for a draw that way. Never did that that way it.
 
I have restored several scouts and that thing draws the fumes out of a canister and puts them back in the manifold. Was only one for less than a year. I have several scouts junked and probably have one but much easier just to forget it. I think all you have to do is plug one line on the back of the intake manifold.
 
thanks jm I was thinking of doing that . The kid got one at the Ih tractor dealer for $15 dollars.
