For Diesel Fuel

There is no government standard for Diesel fuel but this is what one major retailer of diesel does with their tanks.
They have 2 kinds of stores.

If your location is on the Cold weather stores list they start treatment when the temperature falls to +15 and continue no matter what the temperature is till March 1.

If your location is not on the list they only treat if the temperature is expected to be or is +15 or lower.
For +15 to 0 they put one 2.5 gallon jug of additive in tank for every trailer load delivered.
For 0 to -10 they use two jugs additive
Below -10 they use 2 jugs additive in 80% #2 diesel and 20% #1 diesel or kerosene.

For Gasoline

While there are exceptions to the rule like California; Phoenix Az. and Eastern Texas (may be others) Federal law mandates RVP be lowered from May 1 to Sept 15.
Since stores may not get deliveries everyday; and they are mixing the new summer fuel with the old winter fuel in the tank they are given to June 1 to get their tanks into compliance.

What RVP your local store has (RVP 9.0; RVP 7.8 RVP 7.0 or RFG) depends on where you live. Usually the more densely populated your area is the lower the RVP is for your area.

Gasoline alcohol blends are given a 1.0 RVP waiver in some areas.
