Rim Coating

I need to mount a couple of tractor tires and do not have time to wait until the weather warms up to blast and paint the inside. Any suggestions on how to treat them?

Guessing you're concerned with flaking rust eating the tube... And don't have time to blast and paint and wait to dry...

A quick fix would be to scrape off the big chunks, then heavy coat with some Rustoleum red rust primer. It's the flat red primer, says designed for rusty metal on the can label.
 
Cut an old inner tube and lay it on the rim so the new tube does not touch the rim. Clean the rim off real good wit ha grinder before you do that. Or you can duct tape it real real good
 

Do it right the first time and it won't need any attention for a very long time. Taking shortcuts now will only result in frustrations later.
 
A knotted wire brush cup on a angle grinder does a nice quick job followed by a brush job with red rustoleum primer.
 
When I did the ones off my super 55 Oliver in 1999. I removed the tires. Set up an electrolysis bucket and let it do it thing. I had to rotate the rims around several times to get all of it. It took two weeks or so. Once it looked real clean I sent it to the powder coaters. NO regrets as they still look real nice. I also put tubes in so when I add the liquid its not going to come in contact with the rim again and I also when out and got me some more cast weights. Right now I have two internal and two outside cast weights per side and no liquid.
