IH B414 Selector Forks

I have purchased an old B414 and it was stuck in 1st gear. I found a broken spring in the gear selector plate and had new springs made and replaced all the ball bearings. I am now battling to line up the gears in neutral with the selector forks. I have managed to get the forks in the correct position, but when it comes to lowering the gear selector plate I cannot get the bolt holes to line up. I am about 5mm out and I do not want to force the bolts in as I am scared that I will break the selector forks. The forks are definitely in the correct position, but the selector plate refuses to line up. I have checked that the forks were put together correctly and they are not bent so I am now stuck as I cannot figure out what is wrong. Can anybody help me?
 
Why did you have to have springs "made up? Are you SURE they have the same "collapsed height" as the originals? Did you use the correct (13/32" diameter) balls?

NOT sure what you are calling the "selector plate".

Sorry, transmission case cover. I have successfuly lined up the forks in neutral and they slip over the gears in the correct position, however, the holes for the bolts to tighten down the transmission plate cover are about 5mm out of alignment when the transmission plate is finally lowered in position and I do not want to apply force to move it sideways to line it up to tighten the bolts.

I hope this is more clearly explained.
 
The one spring in the transmission plate cover was broken so I took one of the other springs as a sample and had a complete set made up as I did not want to have one spring being new and the rest old. Seeing that I had replaced the springs I purchased some identical ball bearings so that they too would all be new and the same.
