202 work bull P /S issue

I am looking for some assistance with my tractor, I have split the tractor and replaced the clutch ect. While i was at it figured I would clean up the old girl 1962? and give her a paint job...anyway that turned into a several month winter project. Finally got her back together, all new fluids ect started right up but the power steering is crazy, just runs back and forth by itself full lock rt to left. I am pretty certain it is all back together correctly but the steering system was "open" for a long time. Have I done something wrong? am I just missing something? Did it "lose its prime? I am stumped...
 
That happened to me twice in my career. First time I had a steering unit apart and assembled it indexed incorrectly. Second time was a 830 John Deere and I had the steering lines crossed. They lay so nice and parallel the way I hooked them up but the wheel went wild. Crossed them over on themselves and all was good.
 
I had the cowl off and all the lines disconnected under the battery tray, but do not think I messed them up. Are you talking about the 2 lines from the pump to the steering column? or others? Thanks
