Have a Bemis model 4261 Waterwick. Humidity control doesn't turn on until it's nearly at the wide open position no matter what the room humidity is.

Do those humidity controls gradually build up "tolerance" to what they are supposed to measure?

What do they actually measure to know what the humidity is? The control looks to be sealed. It is probably time to replace the control? Unit is about 15 years old.
 
Like anything else, I'm sure they can fail from time to time.

The older mechanical ones used a ribbon of a material sensitive to moisture that would change in length in response to changes in humidity, thereby operating a microswitch.

Newer, electronic units use a sensor made of a material who's resistance varies with changes in humidity, and an electronic circuit that produces an on or off signal in response to changes in humidity vs. controls setting.
