Saw these at a museum. Does anyone know what they are?

Would it strap on your knee or old model A tire for some sort of grip or traction? Not sure of the size scale....

Purely a guess, but from the look of the webbing, I would guess that it has something to do with the military.

I would like to know what the final answer is.
 
Wonder if it's some kind of "tire chain" to strap around a wheel and tire through the spokes? Just guessing. I have seen something kinda like that but with chains instead of the webbing.
 
I've seen something very similar before, I believe that they are old, Telegrapher's Pole Steps. For repairing or "tying in" to a Telegraph Line.

I was thinking something along those lines. Seems like I've seen that or something real similar but can't put my finger on just where. Something to show the size would be a help.
 
going to borrow the pic, I have another forum for antique tools ect im a member of, i'll see if they know what these are
 
ok, how long are the straps? could these have been worn on the leg or arm, to provide a grip on ice?
