I can't make it out very well on the picture but it looks like orange peal to me. Orange peal is usually caused by to much paint to fast.

When spraying with a spray can spray lite coats back to back 10 to 15 min apart. If after 3 coats you don't like the look yet, let it dry for an hour or so and give it a very lite scuff with 400 or finer and start again.

This all depends on the quality of the spray paint and make sure you shake the can well before each coat.

You need to scuff up the base coat if you let it sit that long.

Put second coat on within and hour, or wait till hard and scuff.

I'm leaning toward m man's idea. I've wrinkled paint when I sprayed the second coat at the wrong time. I was too late and too early at the same time.

You need to look at the application info on the can Wrinkling(BTDT) is generally caused by undried paint even if it looks dried. I recoat within a short time now instead of waiting an hour or more. Much better results

You have my luck. What can go wrong will go wrong. If you put the second coat over the first within a short time it shouldn't have blistered. There is a time if not done soon enough the first coat should dry real good before applying a second coat.Stan
