I repacked my tractor hauling trailer axles. Does it matter which way you bend the cotter pin ??. It can be bent sideways or bent over the end of the axle. Is there a correct way?

I always bend it to the side. I've thought that if you bent it over the end of the axle there was a possibility that it might rub a hole in the grease cap if the clearance was too close.
 

I don't really know but everyone that I have taken apart that was probably untouched from factory they were bent sideways. I think that the only place where they bend them over the end is CA. LOL.
 
It's nitpicking but the "proper" way on a castlated nut is with the loop all the way into the notch, one leg straight and cut off flush with the nut's flat and the other leg bent over the end of the shaft. Excess cut off.
 
Mike has it right.

One tail of the pin (outer) gets bent straight out and cut off even with the end of the spindle.
This keeps the pin from coming out.

The other tail of the pin stays straight down and gets cut off just short of the nut edge.

The tails are only used to keep the cotter pin from coming out.
The top (uncut end; looped end) is what holds the nut from turning. This is why you need to use a proper sized cotter pin.
