This AR can run wild when not under load. I plow with it and have to speed it up to make it run but when the plow is out of the ground the engine runs really fast and I have to idle it way down. I have replaced the governor weights and the timing is lined up. What else can I do to it to make it sound like a two cylinder again and not a four cylinder?
 
It sounds to me like the governor weight position vs. the throttle plate position is not set up correctly.

Have you adjusted/set up the governor arm and/or the governor-to-carb linkage as detailed in a service manual?

(I"m miles away from my manuals today, and can"t post the EXACT details, I"m sure someone will come along and fill in he blanks!)
 
I would check position of the governor weight arms to see if they are in the correct place on the thrust bearing. Also check if the fork inside is together right. With the throttle lever wide open and the carb plate open the linkage should be a half hole short.
