case 1835b won't shut off and runs erratically

I have a 1985 case 1835b that just started acting up. Symptoms are at times rpms will climb without moving thtottle. Also when it's acting up I will shut the key off and the rpms will drop but it won't shut off. I usually set the brake and drive forward to stop it. Most of the time the machine runs fine. Any ideas before I pull the injection pump. I did replace the fuel filters last fall.

I would be taking a good look in the tank and probably drain it, and new filters again before going into the pump.

Neighbor's acted like that last year, had me pull the pump to repair the broken governor flex ring inside. His was dieing at times too, along with erratic speed changes.
