Trailer brake question

I have a 30ft gooseneck trailer with two 10000
pound dexter axles with dual tires.I went to move it the other day and the front drivers side axle slid in the gravel.It would turn backwards,but not foreward.I loosened the adjuster up so the tire would turn foreward.I checked the adjustment on the other brake and they were about the same.
When I went to use it,it did the same thing again.If I back up it releases,but still drags.
What makes it release,just the springs in the drum?thanks.
 
Piece of delaminated brake lining or other "trash" inside drum in such a way that it will allow rotation in 1 direction and lockup in the other, similar to a sprag clutch. As said, pull it down. Found a small "teardrop" shaped piece of gravel in a friend's trailer brake drum that was causing a like problem. Good luck.
