Diagnosing rotary injection pump

So my Delphi / Lucas rotary pump (modern dp210 but related to CAV) was exhibiting signs of a sticking metering valve after getting water in fuel.

I let it sit over the winter with a heavy dose of ATF in the fuel and run into the pump and today used the torque trimmer port to push on the metering valve arm to confirm the metering valve moves freely.

But still having trouble governing speed, its like a delay on the governor. I set the throttle, 2-3 seconds later it will respond and overshoot rpm like a sticking metering valve. Small changes in load like using the hydraulics knock the rpms way back before the governor can recover.

If I lower the rpm's too fast it shuts the fuel off completely and I have to crank quite a while to get running.

I'm not sure if something is going on in the latch circuit or something? Its a modern pump without timing key and no pump doctor nearby so I don't really want to pull it.

Good fuel supply to the inlet of pump, not sure what all the other mess of fuel lines do on the thing, checking to see if any return lines plugged in that web as have heard that is trouble.

I just worked on jd motor doing the same thing,SAME PUMP, pump man told me that metal in pump could be wearing,if it keeps on, get the pump fixed now, later you could wreak the head, DALE

Couple hours of running with ATF and fuel cleaner its improved, you could run light pto loads without worry about overspeeding it.

Still poor response and sudden lowering of throttle stalls it. Also runs on when you shut it off at anything more than idle.

Sounds like the inside linkage is rusted..
Just because the MV is free doesn"t mean the linkage is. I fixed 1 on the tractor last week..
Exact same symptoms as yours.
Removed the top cover and lapped the MV in the bore and sand blasted the linkage.. changed the fuel filter and she ran like new.
I"m not saying you should do that..
Just saying just because the MV is free doesnt mean that"s all the problem could be..
Your best bet would be to TIME THE ENGINE and pull the pump.
If you would like to contact me direct just add, a o l dot com after my name.

I don't know what you get for $2700 BUT IF YOU wreak the head and rotor then you have nothing, Dale $1800 pump???????? what do you get???????
