Have old wisconsin 2 cy engine bought at sale some time back, Knew it was stuck but wanted the gismo it was attached to. Removed spark plugs poured atf and paint reducer in cylinders. It would not move,waited 3 hours put pipe wrench on shaft . I tapped on the shaft with hammer for possibly 2 minutes to vibrate the internal parts. Put my size 16 foot on the pipe wrench handle and it rolled. After rocking a bit it now spins. Time to check for stuck valves and see if its worth a ring and valve job.
 
I would say this would be filed under the "you just never know" category. Happens all the time. I have bought quite a few items over the years with stuck engines, some were toast,some were salvaged and ran for a long time. But until you check one out, "you just never know." Instead of "I told you so", I would say, "Way to go!"

I bought my Jubilee with a stuck engine.
Finally got it to free up using some expensive snake oil.
It's running to this day. Doesn't smoke or burn any oil either.
That last bit I found just about miraculous!
 
You must have been in a hurry. Most people would wait at least a day and sometimes a couple weeks for the oil, etc. to work.
