question on setting emission codes on 2994 pontiac

I posted on here a few days ago about my 2004 Pontiac Bonneville. One sugestion was to google resetting obd11 codes. I read the procedure from GM. It says start car, let idle for 2.5 minutes with heater,ac,rear defroster, ligts on.
Then it says to go 3 min accerlatoring to 55 and holding speed. Then let car slow to 20 mph. and repeat acceleration at 3/4 trottle to 55 mph
for 5 minutes and let car decelerate to less than 20mph(can not use brakes). Before starting ambient air temperaure can not be more than coolant temperature by 10 degree Fahrenheit.
Must cool car down at least 8 hours before repeating. May have to repeat 5 times.
Now, I can see why JDE Maris dreads coming back to New York and do his inspection.
I live 3 miles from a main road where I could do this procedure. Do I have to leave my car by a state road overnight so I can do the procedure by the book?
I understand if you have repair bills exceeding the value of a car you can get an emissions waiver. I buy quite a few engines and transmissions for other equipment. Thinking about trying this route. Wife is against doing this.
Also, I bought a decent obd11 scanner so I do not have wait at the garage every 100 miles.
Any advise is appreciated.
ps I have 5 of the 7 parameters ok. The other two just will not open. No error codes or check engine lights.
 
What state are you in and what monitors have not reset? Some of the cars from the early 2000's have a much tighter drive cycle than they have now. Had one in the shop last week that needed 17 hours before retry, that was not a GM tho.

I think you have the magic combination to pass, 5 of 7 and no codes or lights. I'd call your local inspection station to verify it and then go right over..
 
I am curious as to why Americans would allow any state to impose that kind of inspection of your private property (your automobile). You and your neighbors should be at the statehouse with pitchforks and torches! Some nanny-minded fools tried that in our state (Kansas) decades ago but the people simply wouldn't stand for it and it got repealed. Gosh, that was so long ago I barely even recall it, but I don't think it lasted two full years and the legislature got the message they had trampled on peoples' rights way too far and the whole concept went away.
 
In New York, if the car is 2001 or older you need only 5 of 7 codes ok to pass. 2002 or new you need 6 of 7 codes.
This is my first experience with an inspection problem. The inspection guy told me it started a few years ago.
It all started when I had a check engine light on and repaired my EVAP system. Cleared the codes and then the fun started.
 
Once you start it up do not switch it off till you run a drive cycle.
Yes you can drive it to the stretch of road you plan to run the cycle on then run it DO NOT switch it off till you complete a cycle...
I run a stretch that's around 12 miles long then turn around and drive back to the shop any way I want I am done with that cycle...
I tell folks all the stars in the universe have to align to run a drive cycle...

To run the evap your fuel tank needs to be above a 1/4 to 3/4...

Here a 2002 and up it will pass with one not ready check engine light off

2001 and down it will pass with 2 not ready's check engine light off...

To get a waiver it must first fail with the check engine light on so they can see what is failing it... If you spend money to try and fix it the money you spent before the first failure does not count only what you spent after it failed... Then it must fail again then take the paper work to a DMV inspector that shows both failures and you spent $200...
 
I am in New York state. I think of number of codes you need to pass depends on what area of the state you live in. I'm in Western New York
There error codes are the catalytic coverter will not open and I forgot the other will post it tonight.
 
New York with its abundant legislators are trying to set up a model state for the whole country.
