Your clutch is stuck - rusted together. Some people manage to get them to break free using various methods... but the sure way to do it is to split the tractor.
To prevent a recurrence, block the clutch pedal down when not in use.
 
if your where you wont run into anything like in a nice big feild, and can rock the tractor and get it into netural, do what you need to to get it hooked to something that will make it work, like a disc or a plow of some sort and work the snot out of it, get it warmed up good, and most of the time the clutch will unstick after awhile, now if you dont have that big field dont try that, your down to doing a split and fixing it,than block the clutch pedal down when your going to leave the tractor unattended for a period of time ,
