fuel or ignition

I have an international 454 that has a miss/sputter. If choking it takes the problem away does that always mean a fuel problem?
 
Not always. I had some bad condensors mimic that same problem.

Also it could just need the load needle opened up some more.

Yes I did check the points. I set them to the manual recommended ( cant remember what it was)

I did pull the bowl off and the flow seemed good. I may check it again though that was my original thoughts.
 
It could be the mechanical advance froze up in the distributor not advancing the spark.
It could be a vacuum leak.
I wouldn't spend the time adjusting the points. If I went that far I would replace them.
 
I pulled the line off the carb, cranked and get about an once and a half per splash. I think that should be good.

Have to look at spark now.
