6175 White Tractor Power Problems

We bought a late 1990's White 6175 tractor with the 8.3 Cummins engine last winter. It has 2800 hours. After sitting for 2 months in Illinois weather, it would not start this spring. The fuel injector pump was taken off by dealership and taken to a reliable business that rebuilds engine components. They did not find anything wrong with it and when the dealership put it back on the tractor, it started. Seemed to run okay, but when taken to the field pulling a 22 ft field cultivator, only had enough horsepower to pull the field cultivator 3 1/2 mph 3 inches deep. Why is there a lack of horsepower? Mechanic from dealership drove the tractor a couple of rounds and it has him baffled also. Any ideas on what the problem is would be appreciated. Thanks.
 

After fuel supply, since the pump was removed, the next thing would be timing. you should check air supply too.
 
The mechanic didn't check out the airflow system, change the air filter, fuel filter and check out the fuel flow from the tank to the pump? Did he check for an air leak in the fuel system? He didn't check the timing?

Was this guy really a mechanic or just the dealers worthless SIL?

I don't see where the OP tells where the mechanic did or did not check any of these things. Maybe he checked them all and much more.
 
Tractor is fixed. It was driven back to the dealership this morning and put on the dyno. This tractor should have been putting out 175-200 horsepower and only dyno 135 hp. Dealership turned the screw and its putting out 190 hp now. Much better. Evidently the dealership mechanic did not want to make an adjustment to the fuel injector pump in the field for fear of causing a bigger problem. The business that worked on the fuel pump once it was removed from the tractor evidently did not set it back to the original hp. Thank you.

It is nice when all you need to do is turn a screw. Of course many will say that you don't get more power just more smoke.
