Diesel film

I have an 80 gal. aluminum tank that has diesel residue/algae on the inside of it. It's a saddle tank off of a tractor trailer truck. The film is on pretty good. How can I get this junk out. Is there a chemical that I can put in the inside that would take off this film. Thanks.
 

Sodium Hydroxide. Just about any heavy duty commercial cleaner, like CIP cleaner for any dairy farm, or oven cleaner or liquid dish machine detergent that restaurants use.
