my cousin just sent me this , she found it while cleaning out her barn she's asking me what it is, but im not real sure other than its old and hand made, anybody seen something like it?

I think part of it is missing. My guess is an adjustable deadman for supporting ceiling material or something overhead while it is being fastened, that would be the top piece. That would explain the dark grooves. Thats my wag and im stickin to it.
 
My mother had one some what like that one but it had multiple hangers on the same pivot. She used it for drying towels near the wood stove. When not in use just swivel the hangers against the wall.
Also in the winter, used to dry mittens and socks.

My Mother had something similar. Flat board screws to the wall (black notches up) next to the ironing board. When ironing shirts, you hang the clothes hanger with the freshly pressed shirt on the bar (one hanger per notch). When the bar is full you take the shirts to the closet. Folds out of the way against the wall when not in use.
