Ford 3600 gas live hydraulics issue

I have a 1978 Ford 3600 gas tractor with live hydraulics. The clutch should disengage the PTO when fully depressed and it does not. What causes this condition, is it an adjustment that needs to be made or has a component failed? The cluch engages the transmission fine when clutch pedal is released and also disengages the transmission at half depressed and full depressed.
 
Could it be just stuck with rust? Can you put an attachment on, hold the clutch down and rev the engine, see if it will break loose.
 
I hooked up a finish mower and can only disengage the mower by shifting the PTO lever to the off position. A fully depressed clutch pedal will not disengage the PTO
 
Is free travel correctly adjusted? If is it will need a split and either readjust clutch or replace worn parts. Guessing 8 speed model?
 
Yes it is an 8 speed model. I bought the tractor just before winter. I just pulled the transmission dipstick and there is definitely rust on the dipstick. It may just be rusted up.
 
Rust on the dipstick is not good, but has nothing to do with the clutch. The clutch should be dry - no oil. I would guess either the clutch needs to be adjusted, or is stuck. A finish mower isn't going to give enough resistance to make it break free, if it is stuck.
 
Assuming you have the free travel set to about 1" or so... I would tend to think that either the PTO clutch disc is rusted to the pressure plate or the release mechanism on the pressure plate is buggered up. A split is required either way...
