TO-30 Ferguson won't throttle

I inherited my fathers 51 to-30 and it starts just fine but it will not throttle,I cleaned the settling bowl, I put a new carborator, points,plugs and a coil still it will not throttle.
 
What do you mean, not throttle? Will the engine only idle? Or not idle down? You have bought a lot of parts before you did your troubleshooting! It would be a lot cheaper to troubleshoot first and then only buy the necessary parts. If you take ahold of the butterfly shaft on the carburetor can you change the rpm? Is the linkage free between the governor and the carburetor? I am not familiar with this model but they all work on the same principal. You probably would of been better off taking it to a mechanic.
 

Probably getting just a fast drip of gas. Enough for idle but no more. With the glass bowl off check for a steady stream running for ten seconds. If you get that check that the bolt through the sediment bowl has a hole clear through it.
 
after making sure all the linkages are attached between the throttle and the carb and the governor, take the linkage off the carb going up to the hand throttle then move the linkage on the carb and see if it revs up then, that will tell you if the linkage is binding for some reason, or if the problem is farther down like the governor, also tyou have made sure their isnt a rats nest in the air cleaner or its tubing right
