706 starter not disengaging.

Got a 706 IHC. The starter will not disengage, I have taken it off and engaged it with jumper cables. Seemed ok. Put it back on the tractor and tried it out with the cables again, so it was not hooked up to anything else on the tractor to eliminate feedback from something else. Still did not disengage. I shimmed it about 1/8 of a inch and same thing. When is tested it out of the tractor the gear jumped right out as soon as engaged and back as soon as I let of the post to engage. Was this a good test or do I need to take it to a starter shop?
 
Jumper cables will reduce total amps by 50% in many cases. Unless they are O gauge jumpers, the tractor's own cables will snap the drive out far faster. Does it stop rotating, but stays out? Or does it stay rotating? This is a critical distinction. If it is still turning, the solenoid needs to be cleaned internally and lubed with Tri-Flow or PTFE based dry lube. If it is not spinning, the drive might be jamming in the out position. Jim
 
Check the power to the solenoid "S" terminal. Your push button or key switch may be bad and sending power to the solenoid "S" terminal all the time instead of only sending it in the start mode. It doesn't sound to me like a bad starter at all.
 
I'm guessing this is a Delco starter with the solenoid mounted on top of the starter.

Did this happen after the started was disassembled?
If so, the shifter fork may be in backward.

If it happened on it's own, the thrust ring/snap ring in the nose of the starter may have split and fallen off.

In either situation, what's happening is the spiral on the armature shaft is thrusting the drive forward, which pushes the plunger backward, but it's pushing the plunger too far back and holding the button inside the solenoid in, causing the starter to continue running.
 
It does not stop cranking the motor until you disconnect the battery. Had it totally disconnected (electronically) from everything else on the tractor and used jumper cables from my pickup to engage the starter and still stayed engaged until took off jumpers.
