UTV needs to be registered with BMV in Indiana

I have a kaw 4010 mule. Got a letter from BMV stating I need to now register it with them. In the past UTV's and ATV's were registered with DNR, which my current registration doesn't expire until 6-13-16.

I went to BMV.com to get new plates on line for trailers, OUCH. The BMV shows I have a mule and want $30 to register it.

I sent them an email asking if I have to pay now or wait to 2016.

I really don't mind is BMV takes over. Where I live there are a lot of druggies with mobile meth labs on ATV's and the cops won't do a thing about it. The cops even went on TV stating it's too dangerous to chase them. What a crock.

So ATV & UTV owners be aware on new 2014 law.

Here in Califonia we have a out doors reegistration for all ATV, UTV, off roaders and Dirt Bikes. This is an extra charge and is called a widerness pass it has to be on every thing that goes in the dirt. A one year permit is 30 dollors a extra one is 5.00 for a year. We have to have them with us when we are off roading or if not we have to pay a fine. Brent
 
We call it the department of motor vehicle, dmv here, if you use your atv or utv for ag use, or stay on your own land it dosent have to be registered. If u buy a brand new one they automatically register it. I think you have to re register it when it expires in a year.
 
Anything to make a buck is how I see it. Texas dreamed up sellers,dealers and auctions are to keep registeration plates and scrap the sticker forcing new owner to pay for new registeration. Local yokel cops issue tickets for trailers operated as farm forcing farmer to prove qulification in court or pay fine. Rubbing salt in the wound,prosicuter offers deferred adjudication in plea bargin. D.J. requires defendant pay court cost equal to fine and violation doesn't go on driver's record. About the onley way to avoid the extortion is ask for jury then show for court twice and find the court isn't prepared to give you a jury.

In Illinois you only have to register if you use it off your property, like state park trails. Since both my boys have ATVs and they only ride them here, they don't have to register them.
 
Here in MD it was always DMV then to make more money they renamed it MVA for Motor Vehicle Authority. Tags for my 1981 old Mercury Cougar is $156.00 for 2 years. Bridge toll across the Susquehanna River was 1 penny in each direction in 1951. When I was discharged from the Army it was 3 cents. If you don't get a transponder the cost is $8.00. They're forcing everyone to get one since they don't have toll takers on the bridge anymore. A transponder will be $20.00 starting in Feb. They were $10.00. Only good thing with the transponders is unlimited crossings for a year. Hal

Short answer to your question is YES. Only thing exempt are golfcarts. Here is the reply I got back from BMV. They really don't care what you use it for, register and send in $30:

As of January 1, 2014, Indiana residents will register and be issued decals for their off-road vehicles and/or snowmobiles with the Bureau of Motor Vehicles (BMV). Legislation passed in the 2013 General Assembly transferred the responsibility from the Department of Natural Resources (DNR) to the BMV. The DNR will be partnering with the BMV to ensure a smooth transition for all registered off-road vehicles and snowmobiles at the convenience of Indiana residents.

How to Register Your Vehicle:
Your DNR registration will remain valid until its expiration date. When you are ready to renew, please go to www.myBMV.com and create a myBMV account. Go to "My Registrations > Register an Off-Road Vehicle or Snowmobile." The off-road vehicle and/or snowmobile title(s) the BMV has on record for you will be listed on the "my Off-Road Vehicle or Snowmobile Registration" page. Simply select the vehicle that you choose to register and follow the registration wizard.

If you have not titled your off-road vehicle and it is less than five (5) model years old, you must visit a BMV license branch and apply for a certificate of title prior to processing a registration. Snowmobiles do not require a title regardless of model year. If a title is not required, you may process a registration for your vehicle online. Enter the Vehicle Identification Number (VIN) twice and select "Validate VIN." You may also be prompted to enter the year, make and model. Once the vehicle information has been entered, select the vehicle to register and follow the registration wizard.

Off-road vehicle and snowmobile registrations may also be processed at any BMV license branch. Requests for replacement registration documents and/or decals must be processed at a BMV license branch. Replacement transactions are not available on the Web site at this time.

Please note that the rules surrounding operation of off-road vehicles and snowmobiles in Indiana were not affected by this legislative change. You may review The Handbook of Indiana Off-Road Vehicle Laws and Safe Operating Procedures for ATVs and Snowmobiles available on the DNR Web site (www.IN.gov/dnr) for more information.
 
Ever time I turn this thing on I find another reason I am glad to live in go old Tennessee.
Nothing required here UNLESS you want to operate them on a public highway.
 
bought a new kubota RTVX-1100C last mouth and in ky they are now title, and i guess is ok might help in finding it if it stolen my last one didn't have to have a title so now i have one with a title one with out a title
 
It's all about more gov'mint control and fund raising. Tell your legislators if you don't like it. With enough pressure maybe it could be changed. In rural areas our cattlemen's associations and Farm Bureau have a lot of influence.
 

The registration with the Indiana DNR started in the mid to late '80's. When that came into effect I registered my ATV for the purpose of legally riding on County roads.
My understanding has always been that if a person decided to not renew the registration then you were "off of the books".
With this new law and the BMV taking it over it looks as if we will pay until the ATV/UTV is either sold or the BMV is notified that it is no longer in service.
 
BMV? SOS? I'm in North Carolina USA. We have DMV which stands for Division/Department of Motor Vehicles--one or the other. Never heard of a Bureau of Motor Vehicles. I have no idea what SOS is. I have no clue what a DNR is either.
 
In Illinois SOS is short for Secretary of State. Includes a small police force (blue uniforms driving blue cars as well as other employies of the Secretary of State. Armand
 
One area police department has an ATV with license plates on it. Strange because here in IL a vehicle has to be titled before you can register (license) it. ATV's aren't titled in IL so technically they shouldn't be able to run passenger car license plates. Some towns will issue a local registration for golf carts but that's not what the police did.
 
I think I could manage a day trip to a state that doesn't title the things if I was going to buy one and lived there.

I think it's New Mexico, you register your UTV, then put signals on it, and it's a motorcycle, and you can drive it on the road.
 
Some years ago, while involved in land use/property rights issues, we referred to the DNR as Dam Near Russia! Still do- they have yet to relent. Why would they? They have no personal $kin in the game! I remember some $pendy projects they had in the Fergus area when my BIL lived there. They never quit $pending other"s money.
 
The main reason this a way to collect personal property taxes on them. you will have to show that you have payed your taxes before they will give you a permit. Just another way to tax you.
