O/T How to get wallpaper border off wall

What we do when it's too nasty to be outside except for outside chores...
We need to redecorate a bedroom now that grandkids have moved, taken their markers, crayons and pencils with them. The wall is real plaster with sealer, one coat of oil based paint, and another coat of water based paint. They then thought it would be neat to put a border of 9" decorative Peter Rabbit around the room, about chest high. Border was applied by moistening, and applying to wall. (Water based glue). So ought to come off if I soak it, right? Boarder is covered with some kind of plastic water proof coating. Water will not soak in - just drips off. Any ideas how to loosen that stuff? Wife doesn"t think belt sander is a good plan!
 
Ya,steam or a heat gun. Have you tried a hair dryer real close to it on high?
Of course there's the possibility that you might learn to like the little bunnies. lol
 
There are a couple of ways you can go. They make a wallpaper scorer. It's about 3" in diameter and has a couple of wheels with serrated edges. Run the scorer over the paper and it poke a bunch of holes in it (it can mark up/gouge your plaster too), then spray HOT water or wallpaper remover on the paper and let it sit for several minutes. You might have to repeat the process several times before you can strip the paper. You'll likely have some paper backing still stuck on the wall that you'll have to soak and scrape off with a putty knife or 6" drywall taping knife.

The other way is to try and pull off as much of the vinyl as you can then soak and scrape as described above.

Wallpaper steamers won't do any good until you get the vinyl off. At that point wallpaper remover gel or hot water will work about as well as a steamer.
 
I do a lot of wallpaper removal when I remodel.
I use a 6" taping knife and get under the paper and pull the outer layer off.
It will leave the soft paper layer under neath.
Then I use a pump type garden sprayer and keep wetting it. Then you can pull the bottom layer off the wall. Keep it wet and use the taping knift to remove most of the glue. Then use a sponge and or green 3M scrubber pad to remove any glue residue.
I have tried every technique under the sun for removing wallpaper. Nothing works better than plain water and what I just told you.
 
garden sprayer with 50/50 water and Downey fabric softner. It takes about 5 or 6 coats, 20 minutes apart. Don't get impatient, it works all at once, at the end. Makes a heck of a mess though
 
I start with trying to dry peel that first layer off then hot water to get paper and glue off. If that dosent work try viniger mix with water and if that dosent work try dif made by zinzer. You can apply water vinger dif with spray bottle then wipe over with rag or sponge then use scraper. Make sure u get all the glue of before u paint wipe scrape whatever it takes. I don't like score tool it tends to damage Wall to much. If can't remove you might have to drywall but prime first then apply mud. BTW i have been painting for 20.yrs

I second the idea to use a Zinzer Wallpaper Tiger to score the paper... have used it in the past and it worked great to score it to allow either steam or sprayed water to penetrate the paper.

Then I followed the scoring with a wallpaper steamer/remover. Worked great (but MIL and went splits on the cost a number of years ago).
 
Score with plastic pizza cutter or regular tool, then spray or wipe with liquid fabric softener. Wait a few minutes and it should scrape right off. Wipe down again with warm soapy water.
