Anybody built a jib, hoist, boom on the front of their truck to pick up items (tractor wheels, broken implements, whatever) with a front winch so you can ...........

Drive up to it
pick it up
drive to where you want it

??

If you build it to fit a plow frame - Should be easy to work something up to do what you are looking for. Perhaps add something like a 2" freight strap over the cab to the back bumper to help stabilize the load.
 
Funny you should ask, yes I have had such a gizmo for years. I move roll bales of hay with a truck. I mount an electric wench in the bed and a brackek on the back bumper the same width as a hay spear. I just replace the spear with a boom pole to lift things around the farm. Later got an elect over hyd unit from a snowplow and used a 3X8 hyd cycl. worked great.
 
Years ago a lot of contractors had "A" frames on trucks. Three arms two on the side and the third telescoped , a pipe inside a pipe. Several holes for a pin gave adjustment on height Simple pulley at peak. When mounted to rear the winch mounted behind cab. One plumbing contractor had several 3/4 ton Army surplus trucks with the winch on the front and the "A" frame also. Worked great as driver could see what the load was doing. However the rear you could load a pole or pipe on back and transport down road.
As an electrician we used them for everything from transporting materal to pulling wire into conduit. happy happy joe
 
In the early 1960's Bell telephone had service trucks with a front derick like that. They could drill post holes and set the poles pretty quickly with those rigs. I think their trucks were mostly Dodge single rear axle trucks with a big tool bed.
