can you please identify IHC tool?

Just wondering if anyone could please identify this IHC tool. Husband is also curious about what it is.

Looks like the part number is E333 (already tried googling it, without success).

Watched it sell on ebay... went way out of my budget for "rusty wall-hangers".

It's a 'spanner', a tool for tightening hoses, and that one looks like a combination tool for also screwing in or out some type of plug- maybe the cover plug a water tank for a tomato planter or similiar unit...
 
I definitely looks like a spanner wrench of some kind. I would think the Hex end is where the handle screwed in to. Are there threads on the inside of the hex Sweetfeet?
 
I did a search for "IHC Spanner Wrench" and came up with many pictures of tools with a few of these shown. But it doesn't say anything about them.
 

Probably came with an old fire truck, for tightening and loosening the couplings and the center for turning the nut at the top for turning the water on and off. Way different from today's hydrant spanner but many things have changed.
 
Found this .. maybe need more numbers??


E333-1/2 (with IHC logo) - - 12" socket and double spanner "Ram's Horn" wrench. All markings embossed. Good++. (R1-252)

The pick looked the same .. maybe 6" wide ?

Being used for a fire-truck would make sense... it is 12" across, so fairly good sized. The socket end looks to be six-sided inside and did not look threaded - it would match the water release valve on the side of an old fire hydrant (I have a photo of an old hydrant).

Tomato planter could make sense too - if they plant & water at the same time. Never seen one of those in MN though. Thanks again!
