Perkins 4.248 sleeve

I am doing a rebuild on a MF275. I brought the block
to a local machine shop and had the sleeves
replaced. As I was turning the crank while
installing the new pistons one of the pistons pushed
the sleeve up about 2 inches and I was then able to
grab it and pull it out by hand. What should be
done about this? I thought these were suppose to be
a tight fit and I am afraid to leave it like that
and suck the sleeve into the oil pan when I run the
engine (I have seen this happen before).
 
Perkins service sleeves do not fit tight in the block like the original sleeves did. The head gasket holds them down. Place a band of Loctite in block bore, then push the sleeve back in place.
