New Holland PTO turning all the time

My brother has a New Holland TC35D tractor and the PTO shaft is constantly turning even with the PTO disengaged. We had the post hole digger on it last week and it was strong enough to keep the auger turning.
Is there an adjustment on the lever that engages and disengages the PTO.
Just trying to help him out, I doesn't have a book on it.
 
We have a tc40 that did the same thing. On the pto clutch their is a spacer with a tab that holds the clutch in place when turning on and off.that tab may have broken off.You would have a constant pto with that broke off.Check your pressure right below your seat first.Easy to get at that. The pto clutch needs tractor to be split and 3 pt cover off to get at...Check easy thing first.
 
I am not sure will check it out Saturday. I did find a exploded view in line that I hope helps figure out what is going on.
