John Deere 4430 Pto spinning while not engaged

I just got this 4430 and the pto spins while it is not engaged with the tractor running. Normally on tractors ive had like this I could put my boot on the shaft and stop it but not the case with this one. You can hook an implement onto the pto and it will not turn when its not engaged but unhook it and it will spin while not engaged again. It is a quad range tractor. Whats the deal here?
 
Enjoy splitting time. Hired a guy in 2000 to help fill silo, 4430 on the blower. Last year of milking cows, no other help available. He plugged the blower cuz didn"t check how full the silo was, took sweet time to shut off. $1800 later, after split....plus the other stuff he broke.....
 
On 30 series quad range the pto brake is in the back of the clutch operating housing. Split at the engine/clutch housing split, remove the clutch valve assembly, then remove the clutch operating housing from the front of the clutch housing. You need to remove the pto drive gear from the operating housing in order to remove the brake piston.
 
I agree it is probably the PTO brake.I have been on several JDs working for other people both Waterloo built and Mannhiem and known the same issue.You have to kill the engine to hook up the PTO but other than that one I know of ran for years like that.
