new 100 dollar bill

I have seen 2 new 100 dollar bills today,both were dated 2009.how can they be "new" and four years old at the same time.is something up,or what???

The story I heard was there were so many defective ones a special inspecting machine had to be made to sort the good from the bad.

A guy paid me with some he had just got from the bank. They looked like play money to me but the bank took them. bet it will be hard to get some Mom-n-Pop store where they do not know you to take them.
