Auction rippoff update

Here in southern Indiana, there is an auctioneer that when he has an auction there is always coins and knives to sell. He has his buy-bidders in the crowd and when the coins and knives sell they are most always put under the table and you guessed it, they are usually for sale at the next auction. They have probably been sold dozens of times. I think that the reason people get him for an auctioneer is because he has a cheap rate.
 
If he's NOT actually selling/collecting money for them, HOW is he ripping people off?
